i'm sure you can get it any time you get the CE. It's a-net's thank you for spending too much money on them.

the prices of these are dropping rapidly (saw some1 sell for 100k and the average price is 100k and 10ectos and dropping...) so i assume that you can get it anytime you after you buy CE...or you could just buy off some1.
